SUBJECT: CZECH VIEWS ON U.S./EU AIR TRANSPORT AGREEMENT

REF: REFTEL 195012

In response to reftel, Czech Ministry of Transportation
Transport Division Chief Marek Skrna said his government was
disappointed by the recent decision of the U.S. Government to
not allow greater foreign ownership or "actual control" of
U.S. registered airlines. Skrna said that the rule on foreign
ownership was a critical issue for some member states, but
not a high priority for the Czech Government, which strongly
supports the Air Transport Agreement. Skrna noted that while
Czech Airlines is not interested in acquiring a controlling
interest in any U.S. airline, a higher concern for the Czechs
is an increase in traffic rights, which would allow Czech
passenger carriers to fly to more U.S. cities in the future.
Skrna said that EU Member States will gather on December 20
to discuss the issue further and that he will head the Czech
delegation.
