1. On December 5, Ambassador Austin delivered Reftel
talking points to Minister of National Security Martin
Joseph, regarding the urgent need for enactment of
legislation relative to the Advance Passenger Information
System before December 25. In addition, the Ambassador
raised the issue earlier with Prime Minister Patrick Manning,
encouraging him, in his capacity as the Caricom head of
government responsible for the security portfolio, to urge
other Caricom countries to pass the necessary enabling
legislation. Manning assured the Ambassador that " we have
nothing to fear".


2. Corroborating Manning,s assurances, parliamentary
sources have confirmed to us that the Immigration (Advance
Passenger Information) Bill, 2006 was passed by the Senate on
November 14 and is scheduled to be debated by the House of
Representatives, on December 8.
