On December 6, Polchief faxed Reftel talking points to Ministry of
Foreign Affairs and urged the skeleton staff on hand to deliver them
to Multilateral Division Director Susan Gordon at the earliest
possible opportunity. Unfortunately, all the substantive decision
makers at MFA, including Gordon, are away from their offices this
week, attending a major foreign policy review and planning meeting
with T&T's ambassadors and high commissioners abroad.
