1. Polchief delivered the talking points contained in Reftel, on
November 1, to MFA Multilateral Division Director Susan Gordon. He
emphasized especially the inconsistency between the unbalanced
resolutions calling for a renewal of the mandate of the three
Palestine-related bodies, on the one hand, and the even-handed
approach to the Middle East conflict adopted by The Quartet, on the
other.


2. Gordon attempted to find some justification in the annual
renewal of the mandate of the three bodies by comparing the UNGA's
perseverance in this situation to its persistent and ultimately
successful call for the independence of East Timor. Nevertheless,
she undertook to convey the US position to her superiors and to the
T&T Mission in New York.
