1. (C) Ambassador Austin delivered the demarche requested
reftel to Trinidad and Tobago Prime Minister Manning
yesterday afternoon October 18. He had previously spoken
with Foreign Minister Piggott twice on this subject since
Monday. PM Manning would not budge from GOTT support for the
CARICOM consensus, i.e. support for Venezuela.
2. (C) On October 17, Manning attended a CARICOM Heads of
Government meeting in St. Kitts at which the group decided
to maintain its pro-Venezuela stance.
3. (C) Post wishes to clarify that the GOTT position is not
pro-Venezuela but pro-CARICOM solidarity. Anti-Guatemala
feeling among certain CARICOM nations appears to be very
strong. We suspect that T&T would very much welcome a
compromise candidate.
