1.(C) Vanuatu Deputy Prime Minister Sato Kilman agreed September
6 that Venezuela would be disruptive on the security council.
After a discussion of Venezuela's recent international record,
he said he would propose support of Guatemala to the Council of
Ministers. He expected to put the proposal later this week. He
noted that an envoy from Venezuela had come to Vanuatu last
week. He also noted that he had received an envoy from Peru
declaring its candidacy as well for the UNSC seat.

2.(C) Kilman will attend the NAM meeting in Havana. He took
aboard the points ref A and agreed that Cuba was an awkward
venue to be discussing democracy as a universal value. He also
noted that he viewed the upcoming meeting with some dread, given
that the only person who could exceed Castro's fabled
interminable harangues was Chavez.

3.(C) COMMENT: Kilman has been burned before by making
commitments only to find that the PM or other ministers had
already committed to a contrary position. As the Venezuelan
envoy had a number of meetings in Port Vila, (we do not know if
he met with the PM) it's a good thing that Kilman is trying to
nail everybody down. Right now, we would rate a Vanuatu vote
for Guatemala as a 70-30 proposition.

4.(C) ACTION REQUEST: We have not heard before of the Peru
candidacy. However, it was not a slip of Kilman's tongue. He
noted that the Venezuelan envoy had almost fallen off his chair
when he heard of it. Please advise if Peru is making an effort
and supply appropriate talkers.
