According the most recent data from the OAS, the OAS had
distributed 3,133,907 or roughly 89 percent of the 3,535,025
Haitian ID cards as of late January. Taking into account
delayed reporting, most of the OAS figures date from January
27 - 28, the OAS estimated that it had actually distributed
more than 3.3 million or 94 percent of the cards as of
February 2. The department of the South East had distributed
the lowest percentage of cards, 83 percent, as of January 28.
The OAS will continue to distribute cards from the communal
electoral bureaus (BEC) where long lines have formed daily
since January 31. OAS officials said they expect to
distribute nearly all of the ID cards before the first round
of elections on February 7.
