SUBJECT: GOH UNAWARE OF DECEMBER 19 VOTE

REF: SECSTATE 199234

Poloff delivered referenced demarche on December 15 to
ministry of foreign affairs political director Weiner Jean
Baptiste. Jean Baptiste did not know if or how Haiti voted
previously on the two resolutions and was not aware that Iran
and Belarus would seek to overturn the results on December

19. He asked Poloff for help obtaining copies of the
resolutions and promised regardless that a representative
from Haiti would be in session December 19 to vote. Haiti
will not necessarily vote with the CARICOM block on these two
resolutions, although they do seek harmony on some
resolutions, according to Jean Baptiste. Poloff and Jean
Baptiste agreed to re-address Haiti's stance on the two
resolutions December 18, the date by which Jean Baptiste
hopes to have more information. (Note: Poloff sent copies of
the two resolutions from the UN web site which show that
Haiti abstained from both votes. End note.)
