1. This is an action request for WHA/CAR. See para 2-3.


2. Post requests Department initiate review of available
human rights reports/files and other sources for the
following members of the Haitian National Police for credible
information of gross human rights violations. These
individuals are being vetted pursuant to the Leahy Amendment
to the Foreign Operations Appropriations Act (FOAA). These
individuals will be attending DEA training at the DEA academy
in Quantico, VA from January 6, 2007 to February 9, 2007.
