1. (U) This message is sensitive but unclassified: please
protect accordingly.
2. (SBU) Per ref, poloff delivered the demarche on November
17 to director of political affairs Weiner Jean Baptiste in
the ministry of foreign affairs. Jean Baptiste said that this
resolution was very important to Caricom, but especially to
Haiti because it had the first successful slave revolt which
resulted in an independent country. Jean Baptiste did not
have any immediate objections to the proposed changes in
paragraph eight, but was non-committal regarding GOH action.
He said that he would analyze the changes and report back to
post. He also told poloff that his ministry had unspecified
minor objections to other parts of the text. The GOH also
plans to suggest that the commemoration be changed to April 7
to coincide with the date of the death of Toussaint
Louverture.
