1. This is an action request for WHA/CAR. See paragraphs 2-3.


2. Post requests that the Department initiate review of
available human rights reports/files and other sources for
the following individual of the Haitian Government for
credible information of gross human rights violations. This
individual is being vetted pursuant to the Leahy Amendmentto
the Foreign Operations Appropriations Act (FOAA). The
following individual will attend the "Fuerzas Alidas
Humanitarias 07" (FA HUM 07) training in Guatemala City,
Guatemala on 5-9 December 2006. Post requests reply not
later than 1 December 2006.
