1. This is an action request for WHA/CAR. See paragraphs
2-4.


2. Post requests that the Department initiates review of
available human rights reports/files and other sources for
the following members of the Haitian Coast Guard for credible
information of gross human rights violations. These
individuals are being vetted pursuant to the Leahy Amendment
to the Foreign Operations Appropriations Act (FOAA). These
individuals will attend a Boarding Officer's Course conducted
in Haiti from 27 November - 1 December 2006.
Post requests a reply not later than 24 November 2006.
