2. Post requests Department initiate review of available
human rights reports/files and other sources for the
following members of the Haitian National Police for credible
information of gross human rights violations. These
individuals are being vetted pursuant to the Leahy Amendment
to the Foreign Operations Appropriations Act (FOAA). The
training to be provided is weapons training for Palace
Security Unit (PSU). Post requests reply NLT October 23,

2006.
