SUBJECT: OAS ESTIMATES 80 PERCENT OF HAITIAN ELECTORAL IDS
DISTRIBUTED

REF: A. PAP 0101

B. PAP 0040

According the most recent data from the OAS, the OAS had
distributed 2,634,087 or 74 percent of the 3.5 million
Haitian ID cards as of January 18. Taking into account
delayed reporting, most of the OAS figures date from January
17, the OAS estimated that it had actually distributed almost
2.9 million or 82 percent of the cards as of January 19. The
percentage of cards distributed to each department has become
more even (reftels). However, the South East still lags
behind with 53 percent of cards distributed, as of January
17, while the North West leads the way with 84 percent
distributed as of January 16. The pace of distribution has
increased since the beginning of January from roughly 300,000
cards per week to roughly 500,000 cards per week. The OAS
will keep its centers open through January 21, and pending an
agreement with the CEP, will resume distribution from January
25 to February 6 at the communal electoral bureaus (BEC).
