1. (SBU) We delivered December 13 reftel demarche to Fabrice
Mauries, DAS-equivalent for Southeast Asia at the MFA.
Mauries said France fully supports a UNSC resolution on Burma
and agrees with the U.S. assessment that like-minded members
of the Security Council must move forward to pass the
resolution in December before membership changes.
2. (C) Mauries reiterated the French view that the Chinese
can be persuaded not to veto a resolution, based on the
threats that Burmese refugees and drug trafficking pose to
China's border security. Mauries added that the MFA is
delighted that the U.S. will demarche ASEAN capitals on the
importance of supporting the resolution.
