1. (C) Poloff delivered reftel demarche on November 17 to
Nicolas Kassianides, MFA action officer for UN Middle East
issues. Kassianides said that France wanted to be helpful,
and that the MFA agreed "almost fully" with the draft text.
He noted that the French Mission to the UN had already
suggested two minor amendments to USUN, which he hoped that
the Department would take into account. (Note: We understand
the suggested changes include a reference at the end of PP2
to an eventual withdrawal of foreign forces from Iraq, and a
change to PP12 to make it consistent with UNSCR 1637.
Kassianides emphasized that France had not/not sought to
insert any reference to a timetable for the withdrawal of
MNF-I.)
2. (C) Kassianides said the Quai had given its suggestions
much thought in the interest of making them as
unobjectionable as possible. He did hint, however, that
France might find it difficult to support a text that did not
take into account its suggestions.
