1. (C) David Bertolloti, office director in the MFA's Bureau
of Disarmament and Non-proliferation, said the GoF
"completely subscribes" to the U.S. approach toward Iran's
proposed IAEA technical cooperation proposals (ref A). He
said that the MFA also regards the Arak heavy water research
reactor project as the most troubling of the eight proposed
projects and wants it to be dropped from the IAEA's 2007-2008
technical cooperation (TC) program. The MFA finds the other
five projects mentioned in reftel to be nearly as troubling,
and believes they could furnish an additional 20,000
megawatts of nuclear capacity. The MFA believes it would be
impossible for the IAEA to provide any credible assurances
that these projects would not contribute to illicit nuclear
activities, and therefore wants these projects dropped from
the TC program as well.
2. (C) Bertolloti said the MFA was relieved that the U.S.
planned to take such a strong stand on November 20 at the
IAEA board meetings. The MFA previously had the impression
that the Arak reactor was the U.S.'s only priority and that
we did not intend to push to remove any other projects, he
said. Bertolloti said that by taking such a strong stand
against all six projects, the GoF had "felt lonely" in the
like-minded group the last few days. Bertolloti added that
the GoF would urge the U.S. to be more vocal in speaking out
against these projects in next Monday's discussions.
3. (SBU) Poloff delivered ref B demarche at the same meeting.
There was no immediate response.
