1. (C) Deputy Polcouns shared ref A points August 10 with
MFA DAS-equivalent for IO Human Rights Affairs Beatrice Le
Fraper du Hellen. Ref B reports the results of his initial,
August 9 discussions with Le Fraper in accordance with ref C.
Deputy PolCouns asked Le Fraper to bring to the attention of
the Political Director ref A in addition to ref C.


2. (C) Fraper indicated that she had discussed both U.S.
demarches (refs A and C) with her superiors that that she
could confirm her initial remarks of the previous day (ref
B),particularly with respect to the GOF's "less stringent"
position on the principle of allowing the HRC to discuss
issues with which the UN Security Council may also be seized.


3. (C) On the substance of the draft resolution, however,
Fraper assured Deputy PolCouns that France fully shared U.S.
concerns about the draft resolution's total lack of balance
in dealing with Hezbollah (she enumerated a number of U.S.
points with which she said France was in complete agreement).



4. (C) Fraper said there was an ongoing debate within the EU
at the moment about whether to approach the Arab states and
tell them directly that they needed to take a more balanced
approach. The idea would be to put the onus on them to put
forward a more balanced resolution or pay the price for their
posturing subsequently. She indicated that France was in
favor of such an approach, while an unspecified number of
other member states opposed.
