(SBU) DCM delivered reftel points on April 18 to Ambassador
F. Boekstaaf, Ministry of Foreign Affairs Permanent
Secretary, including our request that governments in the
SIPDIS
region communicate to the Bolivaran Republic of Venezuela
that such behavior is unacceptable. The Ambassador agreed
that the sequence of events described was not consonant with
the BRV's obligations for the security and free movement of
diplomats. Although Boekstaaf did not seem to be previously
aware of the incident, he added that he expected Suriname's
Embassy in Venezuela would report on the matter, and that he
would bring the incidents to the attention of President
Venetiaan.
