COOPERATION UNDER SHIPRIDER AGREEMENT

1. This cable is an action request --- see paragraph 2.
2. (SBU) On January 19 Suriname's Attorney General Subhas
Punwasi publicly made a plea for the U.S. to expand its
bilateral cooperation with Suriname by taking better
advantage of the "Shiprider" Agreement, which entered into
force in August 1999. (See reftel). The Government of
Suriname (GOS) has not requested a specific type of
assistance under the agreement, but has issued a general
appeal for increased cooperation. Ambassador Marsha Barnes
will meet with Attorney General Punwasi next week,
therefore the Embassy requests immediate guidance on how to
respond to GOS request.
