1. (U) Post contacted Foreign Affairs Canada and the Canadian
International Development Agency regarding reftel demarche.
Canadian funding to the Balkans is declining, with the
intention of winding up programs there by 2010.
2. (SBU) Though the new government's foreign policy
priorities will not be announced until the week of April 3,
in the Throne Speech, the professional bureaucracy at Foreign
Affairs and CIDA do not anticipate funding any new programs
in the region.
