(C) We delivered reftel to MFA Security Policy Section Senior
Advisor Bjoern Midthun on July 3. Midthun was pleased to
receive our demarche, because he was not sure that the
Norwegian Mission to NATO had forwarded him the copy we
passed. Midthun said Norway is very positive about
participating in the establishment of the Middle East
Security Cooperation Center, but he was doubtful that Norway
would deliver a demarche to countries in the region similar
to that of reftel before the July 5 NAC plus 7 meeting.
