(C) On June 20 we delivered reftel points on the proposed
international mechanism for providing assistance to the
Palestinian people to Goern Jelstad, Section Head in the
MFA's Middle East Section. Jelstad thanked us for the
points, noting that he was familiar with the mechanism's
modalities. He said Norway viewed the mechanism as a
"complimentary initiative to bilateral aid." Jelstad said he
looked forward to learning more about the third "window,"
assistance for meeting the essential needs of the poorest
Palestinians, and hoped Israeli support could be obtained.
Jelstad stressed that such support should include
transferring Israel's value added tax revenues (and withheld
Arabic funds) to the Palestinians.
