(C) We delivered reftel talking points to Ministry of Foreign
Affairs DAS for Russia and CIS Ole Horpestad on May 23.
Horpestad said that Norway shared our concerns about Russian
activities in support of separatist elements in South Ossetia
and said that Georgia must be able to maintain its
territorial integrity. Norwegians will bring these issues up
with Russian counterparts. Horpestad said that Norwegian
State Secretary Kjetil Skogrand visited Georgia in a recent
trip to the Caucasus. Horpestad said that Ossetia did come
up during Skogrand's visit, but declined to comment further
stating only that Skogrand discussed the issue in Tbilisi.
Horpestad added that Norway sees Russian withdrawal from some
military bases in the region as a positive step.
