1. (SBU) On April 25 we delivered reftel points to Tore
Hattrem, the Deputy Director General of the Peace and
Reconciliation Section at the MFA. Hattrem reiterated
Norway's deep commitment to Haiti, and noted the importance
of Haiti's forthcoming elections. Given the recent promotion
of Tom Tyrihjell (the MFA's senior Haitian expert who since
left the Section) and the vacuum created by the departure
(Tyrihjell's position has not yet been filled),Hattrem did
not have specific information regarding existing Norwegian
pledges of monetary contributions/technical support.
Hattrem's designee for Haitian affairs, Johan Vibe, will
contact us regarding any specific pledges/initiatives after
his current visit to Haiti.
