(C) On April 19 we delivered reftel responses to Ministry of
Foreign Affairs Senior Advisor Lars Loken. Loken welcomed
the responses to the questions posed at the last HLTF meeting
and said that the MFA was waiting for a formal response from
the Norwegian Defense Ministry before coordinating positions
and proceeding further. Norwegians hope to have an answer to
our entitlement request at the upcoming review conference in
May. Loken told us that any Norwegian assistance would
likely be limited to the artillery category as this is the
only area where Norway has any headroom and that Norway's
limited assistance would require more on the part of Greece
and Turkey. Loken mentioned that Norwegians are also very
interested learning any Russian views of the request. Loken
confirmed that he wants to meet again with U.S.
representatives on the margins of the May HLTF meeting.
