1.(C) On April 4 we delivered reftel points to Tore Hattrem,
Deputy Director General of the MFA's Section for Peace and
Reconciliation. Expressing the "warmest feelings" for U.S.-
Norwegian cooperation in Haiti and the Dominican Republic,
Hattrem pledged continued Norwegian support in furthering
improved relations between Haiti and the DR.

2.(C) Hattrem felt "fairly satisfied" with the efforts of the
Institute for Advanced Political and Social Studies and the
Stability and Governance Pact. In addition, he stated that
Norway plans future cooperative projects with the Institute.
Hattrem also informed us that Tom Tyrihjell, a Senior Adviser
in the MFA's Section for Peace and Reconciliation (noted in
the reftel) has assumed a new position in the MFA (promoted
to head internal recruitment efforts). Hattrem mentioned a
"strong candidate" to replace Tyrihjell, but could not
comment on his name, given that the candidate has not yet
accepted the position.

3.(C) Comment: While we have struggled with Norway's new
left-of-center government on some issues, it is interested in
continuing to work with us to promote democracy, dialogue,
and mediation efforts around the world. Haiti and the
Dominican Republic are a good example. We appreciate the
Department recognizing the value of engaging Norway on this
issue and will be looking for opportunities to tout this
excellent cooperation.
