(C) According to the MFA, Norway has decided to support
Guatemala's candidacy (over Venezuela's) for the 2007-2008
Latin America non-permanent seat on the U.N. Security
Council. We spoke with both the MFA's Latin America and
United Nations Sections, who noted that while Norway informed
Guatemalan Vice President Stein of their support on March 22,
the decision has not been made public. The Norwegians
explained that they chose to back Guatemala not only because
of Chavez's poor record, but because Guatemala has been a
contributor to UN peacekeeping operations and has never
served on the UNSC.
