(C) MFA Secretary General Mohamed Lemine Ould Moulaye Zeine 
told charge October 17 that the MFA had given instructions to 
its UN representative to vote for Guatemala for the GRULAC 
UNSC seat, and will send further instructions to continue to 
vote for Guatemala "until it is over." He said that FM Ahmed 
Ould Sid'Ahmed had committed Mauritania's vote for Guatemala 
to NSC Senior Director for Africa Bobby Pittman during their 
telephone conversation last week, and that commitment still 
stands.
