1. (C) Poloff delivered reftel verbal message to Saavas
Vladimirou in the MFA's Division of the Americas and Oceania.
Vladimirou, who handles Latin American issues and regularly
attends meetings of the EU Committee on Latin America (COLAT)
in Brussels, said he was aware of the Venezuelan anti-NGO law
and that Cuba was also considering similar measures. Cyprus
would support the EU approach on this issue, which was to
disapprove of the legislation, but to avoid reacting harshly.
Vladimirou cited Spain's recent success in saving some
(though not a majority) of its interests in Venezuela from
nationalization by dealing -- as he put it -- "calmly" with
the Chavez regime.
