1. (C) On March 13, poloff delivered reftel message to
Charalambos Hadjisavvas, who follows Middle Eastern issues in
the MFA's office of bilateral affairs. Hajisavvas worried
that Hamas' hardened rhetoric, combined with a lack of
funding for the PA's daily government operations, would leave
the Palestinian people with no choice but to follow whatever
(extremist) paths Hamas offered them. He noted that Hamas'
cooperation with Fatah would be critical, but stressed that
the situation would remain unsettled until after Israeli
elections.
