2. (C) Total headcount of U.S.-assisted arrivals was 13,548 (pending July 31 helicopter manifest) and total U.S.-assisted departures remained at 10,280. At this writing, the penultimate U.S.-chartered flight was boarding at Larnaca airport. 207 people remained at the Cyprus International Fairgrounds by 1600L, including some unlikely parole applicants (those with prior convictions) who returned there today upon hearing about the last charter flight.
