1. (C) Summary: Total headcount of U.S.-assisted arrivals in
Cyprus as of 0800L July 29 was 13,233. 9,944 had departed
with U.S. government assistance by 0800L on July 29. Both
charter flights scheduled to depart on July 29 have been
canceled. 497 people remain at the Cyprus International
Fairgrounds.

CONSULAR


2. (C) The following are consular updates:

--The total number of U.S.-assisted arrivals in Cyprus as of
0800L July 29 was 13,233 (includes the July 28 helicopter
arrival of two adopted newborns). Total U.S.-assisted
departures on charter flights remained unchanged at 9,944.
Both July 29 charter flights were canceled, increasing the
number of people at the Fairgrounds to 497 (some who had been
at hotels decided to wait for future flights at the
Fairgrounds). We have communicated the need for future
charters to Taskforce 1, but to our knowledge at this time no
further flights are scheduled. The Orient Queen is expected
to arrive at 1700L July 29 with eleven official Americans
from Embassy Beirut and approximately 300 other passengers.

--Post has received guidance from CA with regard to
undocumented family members of U.S. citizens.

MANAGEMENT


3. (U) The following are management updates:

--MGT is still looking at hotel arrangements for Orient Queen
passengers, however we do not believe there will be enough
availability to book all of them in Nicosia.

--The number of TDY staff is steadily decreasing, but weekend
staffing at the Fairgrounds will again need to be boosted as
people arrive from the Orient Queen.

SECURITY


4. (U) The security situation at the Fairgrounds is calm but
has potential for outbreaks of isolated violence. Many of
those sheltered there are frustrated by the heat and spartan
conditions, but mostly by the uncertainty about the departure
of onward charters to the United States or the status of the
estimated 90 pending applications for humanitarian parole.
