1. (C) Summary: Total headcount of U.S. citizens received
in Cyprus as of 1800L July 23 was 9,711; another 40 are
expected to arrive at 2030L, and up to 1030 on July 24.
Approximately 4,640 had departed by 1630L, and we expect
another 817 to depart via commercial charter and military
flights before July 24. END SUMMARY.

--DAO and MGT representatives will meet with Government of
Cyprus (GOC) Civil Aviation tomorrow morning regarding
managing the volume of passangers and air traffic at the
airport.

TOTAL: 9,711

--A total of 4,640 U.S. citizens (approximate pending receipt
of one manifest) had departed Cyprus on U.S. charter and
military flights as of 1630L July 23. There are two more
milair flights and two more commercial charter flights
scheduled to depart July 23 that will transport 817 more
people.

--We estimate approximately 1150 evacuees will remain at the
fairground overnight. Up to 1000 more are in hotels.
Additional airlift remains urgently necessary to relieve this
backlog and allow us accommodate the up to 1030 new arrivals
we expect on July 24.

--Embassy Nicosia is awaiting guidance regarding our request
for Department of Homeland Security (DHS) assistance in
processing undocumented humanitarian cases involving non-U.S.
citizen immediate relatives evacuated by the U.S. government.
Embassy has also requested a DHS TDYer from Athens to assist
in screening these people.

--Nicosia needs quick confirmation of a continued steady
stream of charter and milair flights in order to plan orderly
departures, and to assist in maintaining order and calm in

the Fairgrounds facility.

MANAGEMENT/STAFFING


4. (U) Post requests two to three more TDY officers with GSO
experience and supervisory skills. If current TDY staff on
the ground need to depart, post requests that that person be
replaced by another TDYer. Nearly all staff are pulling
14-16 hour shifts every day, with some filling emergency
needs and working longer.
