1. (C) PolCouns delivered the points in reftel (a) to MEA
Joint Secretary Manjeev Singh Puri (UN Economic and Social)
on Nov. 9. Puri stated that the GOI is not in favor of
country specific resolutions, noting that this would include
any resolution specific to the United States. He said that
this had been stated to high-level U.S. representatives many
times. PolCouns reminded Puri of the Millennium Development
Goals (MDG),and the re-commitment made to them in the 2005
World Summit, pointing out that human rights issues are
central to U.S. foreign policy. Noting that the U.S. and
India have a shared responsibility to maintain the core
values and principles of the MDG, PolCouns encouraged Puri to
re-consider GOI policy in light of the seriousness of the
issues. Puri assured him that due consideration will be
taken of the points made.
