1. (U) Charge d'Affaires delivered reftel demarche to MEA
Acting Joint Secretary (Americas) at OOB October 10.
Polcouns also delivered demarche to Joint Secretary (East
Asia) Ashok Kantha, who cited India's strong statement
condemning the DPRK nuclear test.
2. (C) Early on October 9, DepPolCouns stressed to MEA
Americas J/S Jaishankar that India should immediately,
unequivocally, and publicly denounce the North Korean nuclear
test (reftel). Jaishankar said that a statement would be
imminently forthcoming.
3. (U) MEA released the following later on October 9: "We
are deeply concerned at the reported nuclear test conducted
by the DPRK. It is unfortunate that the DPRK has conducted
such a test in violation of its international commitments,
jeopardizing peace, stability and security on the Korean
Peninsula and in the region. The test also highlights the
dangers of clandestine proliferation. We are monitoring the
situation and are in close touch with several countries."
4. (C) COMMENT: Jaishankar said the AQ Kahn involvement in
the DPRK program would ensure a strong Indian statement, and
the Indians are playing up Khan's role in Tuesday's papers.
With regard to pending UNSC action, Kantha added that India
was in "wait and watch" mode. END COMMENT.
