1. (SBU) At DRL's request, PolOffs witnessed immigration
officials admit Kulbir Singh Barapind to India at Indira
Gandhi International Airport on June 18, and his hand over to
officers of the Punjab Police Force. Barapind told PolOff
that he had been well cared for, was not concerned for his
safety and thanked the USG for meeting him at the airport.
PolOff informed Barapind that the U.S. Embassy would remain
in contact with him, through his lawyers, and that he should
inform his legal team if he has concerns about his treatment
while in custody.
2. (SBU) Barapind told us that he did not have the contact
information for his India-based lawyer, but noted that his
lawyer in the U.S. would. PolOff sent an email to the
U.S.-based lawyer on June 19 asking for the contact
information for his India-based counterpart.
3. (C) Following in-processing at immigration, police
escorted Barapind to the VIP parking area, where over a dozen
Punjab police were waiting to accompany him back to the
Punjab. Shortly afterwards, an airport official called the
group back into the airport and the immigration chief told us
that an inter-agency group, consisting of Punjabi, Delhi and
Special Cell Police, and "the intelligence service"
(presumably Intelligence Bureau or the Research and Analysis
Wing) would question him prior to his trip to Punjab. The
immigration chief said the entourage would likely leave Delhi
at 0900 June 18.
4. (U) RSO FSNI took possession of the USMS handcuffs and
will facilitate their delivery to CONUS.
5. (SBU) In accordance with the extradition agreement, the
Embassy will remain in contact with Barapind, through his
legal team, and report any claims of alleged mistreatment if
they arise.
