1. (C) Charge delivered reftel demarche to Ministry of
External Affairs Joint Secretary for the Americas Dr.
Jaishankar on May 25. After Charge walked him through the
demarche and noted Washington's keen interest in India's
views in light of the US-India civil nuclear energy
agreement, Jaishankar said that politically astute MEA
Minister of State Anand Sharma would represent India, and had
been fully briefed on the potential for Iranian mischief.
Jaishankar reminded Charge that the NAM had historically
refrained from taking positions on nuclear issues ("largely
due to our own sensitivities") and he hoped that would be the
case this time, as well. The bad news was that this was the
"wrong issue at the wrong location," but neither Iran nor
Malaysia had been a great friend of India on this issue, he
added. Moreover, India had already voted twice at the IAEA
against the Iranian nuclear program and did not want to get
"rolled" at the NAM. In any case, Jaishankar took careful
note of our demarche and promised to reinforce its message
with Minister Sharma prior to his arrival in Kuala Lumpur.
2. (C) PolCouns also delivered reftel demarche earlier May 25
to Sanjiv Arora, MEA J/S for International Organizations,
prior to Arora's departure for the NAM meeting in Kuala
Lumpur, and flagged the issue with the Prime Minister's
office as well.
