1. (C) PolCouns delivered reftel demarche asking Bhutan to
support Guatemala's candidacy to represent GRULAC in the
2007-2008 UNSC and detailed our concerns about Venezuela.
Bhutanese Ambassador Tshering responded that he would forward
the message to Thimphu.


2. (C) Tshering noted that the Royal Government of Bhutan
(RGOB) has recently supported the USG in the UNGA on several
occasions, referring to the RGOB's signature of an Article 98
agreement and its vote on last year's Cuba resolution in the
UNHRC. He commented that recent guidance from Thimphu stated
he was to inform us that the RGOB would provide the USG
support "wherever possible." However, he indicated that this
support is viewed by many in the RGOB as an "investment," and
that in light of recent US criticism in Geneva concerning the
refugees in Nepal, there is a growing sense that this
investment may never yield a payoff.


3. (C) PolCouns remarked that the GRULAC UNSC issue is of
high importance to the USG and we seek to continue to
interact with the RGOB on the matter, possibly including a
meeting between Foreign Minister Wangchuk and the Ambassador
when he is next in Thimphu. With that in mind, we will want
to continue this dialogue on the UNSC.
