1. A search of Embassy biographic and human rights files
found no credible evidence of gross violations of human
rights by the following individuals nominated for the Special
Operations Forces conference in Stuttgart from May 21-25 as
of this date.
--Abdallah Idriss Amir, DPOB 1 January 1966, Fada, Chad,
Passport Number: S0000530;
--N'Guague M'Bogo Tassenga, DPOB 1 January 1954, N'Djamena,
Chad. No passport number; national ID number: 102-00477444-22.
2. Concerning Moussa Goudja, DPOB 1952, Mongo, Chad,
Passport number S010970/98, a search of Embassy biographic
and human rights files found that Moussa Goudja's name is
listed in a Human Rights Watch report as having been a member
of the Documentation and Security Directorate (DDS),a
repressive state organ noted by the 1992 Truth Commission for
being a tool of systematic torture and political
assassination which claimed 40,000 victims. There is no
specific information about Moussa Goudja's activities or
whether or not he participated in gross human rights
violations in the DDS in Embassy files.
