1. In a meeting with Chad,s Foreign Minister Ahmad Allam-mi
February 27, the Ambassador delivered the demarche on UN
reform per ref A and provided Allam-mi with a French-language
nonpaper. Allam-mi responded that he saw no difficulty on
the issue of management reform. Allam-mi said that
&everyone agrees to a clean-up.8 However, on creation of a
trimmed-down Human Rights Council to replace the present
Commission for Human Rights, he said, &I doubt that Africa
in general will support your effort.8


2. On the issue of UNSC expansion, Allam-mi said that an
African position had not been formulated and probably would
not be before September. There were some countries that felt
strongly that reform of the UNSC was a unique opportunity to
ensure that at least three African countries were on the
UNSC, while others thought the only thing that mattered was
having a veto. Africans agreed that Africa ought to be
represented as a permanent member though not on who it would
be. Nigerian Foreign Minister Adeniji had caused
consternation by publicly dismissing the Egyptians and South
Africans as &foreigners8 but in fact there was truth in
what he said and Nigeria was probably the principal
candidate, Allam-mi suggested. Allam-mi argued that Africa
is the only continent without a Security Council seat and it
is only fair for Africa to have a seat to represent the
continent's interests.
