(C) This cable responds to reftel request for COM approval
for DIA request to increase to four U.S. Direct Hire (USDH)
Military positions.

A) Is the proposed staffing change reflected in the most
recent MPP? No, this position was not requested in the most
recent MPP. However, COM believes that the position request
is well justified by Chad's increased involvement in
Trans-Sahara Counterterrorism Initiative (TSCTI),the
continuing instability on Chad's borders and the pivotal role
that Chad's military plays in the country's political future.


B) Are there other resources present at post that are
performing or could perform the function? No.

C) Could the function be accomplished through the use of TDY,
FSN, contract of other local hire personnel? No

D) Administrative support, space, and funding arrangements.
Mission has provided DAO the start-up costs of the proposed
position (estimated at USD 200,000 first year and thereafter
33 percent increase in recurring ICASS costs using 2005
baseline) and they concur with the costs.

E) Benefits outweigh inherent security risks? Yes.
