1. (SBU) Ambassador hand-delivered Secretary Rice's letter
(ref. A, requesting Kenya to pledge to support only
candidates with a genuine commitment to human rights for the
U.N. Human Rights Council) to Foreign Minister Raphael Tuju
on April 11. The Minister did not offer a substantive reply.
Post also delivered the letter by diplomatic note to the
Ministry of Foreign Affairs (MFA).


2. (SBU) Poloff followed up with Tom Amolo, Head of MFA's
International Organizations and Conferences Division, who
also did not offer a substantive response. Amolo did,
however, reiterate the Government of Kenya's request for U.S.
support for Kenya's candidacy to the council (ref. B),asking
for the U.S. to, even informally, express our support.
