1. (SBU) Poloff delivered reftel demarche and talking points
January 6 to Ms. S. Luyali, Third Secretary, Africa Union
Directorate, Ministry of Foreign Affairs. Luyali welcomed
the suggestion of the U.S. to begin planning for re-hatting,
particularly given the U.S. commitment to press for an
African to serve as the force commander. Luyali stated that
Kenya was currently developing its position on the future of
AMIS and offered to share the outcome of those efforts with
poloff in the coming week.
