SUBJECT: PRESIDENTIAL LETTER TO GCC LEADERS

(SBU) The Embassy delivered reftel letter from the President
to Sultan Qaboos on May 6 (the same day we received it) to
the Ministry of Foreign Affairs, unfortunately well after the
Omani delegation had departed for the GCC Consultative
Summit. Moreover, Sultan Qaboos was the lone GCC head of
state not to attend the summit; Oman was represented instead
by Deputy Prime Minister Sayyid Fahd al-Said. The Ambassador
has a standing request to see the Foreign Minister for a
readout of the meeting.
