Summary
--------------


1. (SBU) The Ambassador chaired a meeting of the core
Emergency Action Committee (EAC) on April 19 to assess the
Embassy's overall security posture. Members noted no
substantive changes in the local security environment since
the last meeting, and agreed that the Embassy's already
heightened security posture and force protection condition
(FPCON) remain appropriate. End Summary.

Security Environment
--------------


2. (SBU) On April 19, the Ambassador chaired a meeting of
the core EAC to assess the Embassy's overall security
posture. The meeting opened with a discussion of the local
security situation, which the EAC continued to characterize
as stable. Likewise, members cited no recent security
incidents among their staffs or family members, while CONS
(Duty Officer) confirmed that there have been no reported
security incidents or security-related queries from the
private American citizen (Amcit) community. The EAC noted
no/no new threat reporting specific to Oman.

Cruise Ships to Oman

3. (SBU) The EAC also discussed the increase in cruise
ships making port calls to Oman. In this respect, CONS
agreed to work with DAO to identify the respective ships'
agents in order to broaden distribution of Consular
Information Sheets and Embassy contact information to Amcit
passengers.

Upcoming Events
--------------


4. (SBU) In conjunction with a review of upcoming
Embassy-related events, P/E discussed a U.S. Trade
Development Agency conference to be held May 14-16 at the
Barr Al Jissah Resort in Muscat. RSO confirmed that security
for the conference will be closely coordinated with the Royal
Oman Police.

Sustained Vigilance
--------------


5. (SBU) Prior to concluding the meeting, the Ambassador
reiterated that section heads have a responsibility for
instructing staff members, American and locally engaged
alike, to maintain unpredictable schedules varying their
routes and times to and from work each day. The Ambassador
added that section heads should provide adequate opportunity
to do so, and to provide appropriate oversight.

EAC Conclusion
--------------


6. (S/NF) The EAC concluded that there have been no
substantive changes in the local security environment since
the last meeting held on April 11 (reftel). Accordingly,
members agreed that the Embassy's already heightened security
posture and FPCON remain appropriate. Embassy Muscat remains
acutely aware of the need to monitor both the regional and
local security and threat environments, and is prepared to
take the necessary countermeasures should changes to either
occur. AMB, DCM, P/E, MGT, RSO, ARSO, SIMO, PAO, CONS (Duty
Officer),DAO, OMC (USDR),and ECA (USCENTAF) participated in
the meeting.
