1. (C/NF) On January 19, Embassy delivered ref A demarche to
MFA Director for Multilateral Affairs, Gustavo Alvarez. Since
he did not raise any of the issues in ref B, those points
were not covered. Alvarez listened attentively to the
talking points and said that Uruguay was much interested in
the reform process and that it generally agreed with US
efforts at management reform, including better oversight and
more personnel authority for the Secretary General. He said
that the GOU also agreed with the overall US approach on the
Human Rights Council (HRC),but opined that it would be more
difficult to implement than management reform. He said he
understood that a document was being circulated at the UN
which proposed specific formulas on how HRC candidates would
be elected, though he was quick to point out that he had not
yet seen the text.
