1. (SBU) On October 25, poloff delivered reftel talking
points to Minister Dolores Jimenez, Deputy Director of UN
Affairs at the Secretariat for Foreign Relations (SRE). On
November 6, Jimenez contacted poloff to explain that Mexico's
position on at least two of these resolutions -- she did not
specify which ones -- would be decided at the Mexican Mission
in New York. She improbably asserted that the SRE lacked the
authority to instruct the mission how to vote on those
resolutions.
2. (C) Comment: We suspect that in putting responsibility
for the voting decision on Mexico's UN Mission, Jimenez is
trying to avoid being the bearer of bad news. Having voted
in favor of all three resolutions last year, and given
Mexico's historic tilt towards the Palestinians at the United
Nations, we believe Mexico will vote for the three
resolutions again this year.
