1. Poloff delivered reftel demarche to Astrid Diaz-Infante,
Acting Director General for OAS Affairs at Mexico's Foreign
Relations Secretariat (SRE). Diaz-Infante agreed that
opening up the text of Mexico's "trade and investment"
resolution would undo years of negotiations and said that the
GOM intended to keep the resolution as agreed upon and not
allow last minute changes from Venezuela. She explained that
Mexico's Ambassador to the OAS has taken the lead on the
issue and that he has been in discussions with SRE's
Assistant Secretary for Latin America and the Caribbean
Affairs - Ambassador Jorge Chen. In reference to the
Declaration of Santo Domingo, Diaz-Infante agreed that
Venezuela's additions are counterproductive, especially since
most of the document has already been approved. Although she
would not state the GOM's position on Venezuela's additions,
she did state that the Mexican delegation is willing to
negotiate a final version that would be agreeable to all
parties. Poloff urged Diaz-Infante to accept the draft
without Venezuela's proposals and hoped that any Mexican
negotiation would lead to that result.
