1. (SBU) Poloff delivered reftel points to Julian Juarez,
Assistant Director General for Security and Judicial Affairs
at the Foreign Relations Secretariat's (SRE) Office of United
Nations Affairs. Juarez reiterated the SRE's earlier
statement that Mexico would not negotiate votes on Human
Rights Council (HRC) candidacies. He explained, however,
that Mexico had invested too much time and effort in helping
create the HRC and agreed that Iran's participation would
undermine its credibility. To that effect, Juarez stated
that the U.S. does not need to worry about Mexico supporting
Iran's candidacy. When asked if Mexico would seek to
convince others to do the same, Juarez stated that only
Foreign Secretary Luis Derbez could make that decision and
that he was unaware of any decision to do so. We will report
any further developments as they arise.
